The Common Council is authorized to promulgate such applications, fees, and other necessary rules and regulations for the granting of such private parking permits in the lots. The Common Council shall also be authorized to issue temporary commercial, professional, or other special temporary use permits for on-street parking pursuant to such rules, regulations and fees as may be promulgated by the Common Council.
