(A) In order to permit the city to periodically perform maintenance and cleaning of certain streets within the city, the following streets shall be designated as a no parking area between the hours of 1:00 a.m. and 4:00 a.m., local time, on each Monday and Friday of every week:
(1) Main Street from the junction of Harrison Street northerly to the junction of Foster Street; and
(2) Broadway Street from the junction of Railroad Street easterly to the junction of Bluff Street.
(B) It shall be unlawful for any person, firm or corporation to obstruct said areas by leaving or causing to be left any vehicle of any kind, or any other item of any kind, in said areas.
(C) Any such vehicle or item obstructing said areas during said times may be impounded by the City Police, and the owner and/or the person responsible for having parked or left such vehicle or item in said area shall be responsible for all towing, storage, and all other additional costs thereof which must be paid in full prior to the release thereof.
(D) In addition to the above charges, any owner and/or person responsible for having parked or left such vehicle or item in said area shall be subject to a civil penalty in the sum of $25 for each day of each violation of this section.
