(A) The city adopts standards for the design and construction of sanitary sewers, waterworks projects and public streets and alleys within the city, and approves the administration and enforcement thereof by the city under the standards. No less than two copies of such standards are on file in the office of the Clerk-Treasurer and are available for public inspection.
(B) The requirements of these standards as adopted by this section may be enforced by all remedies available under law, including, but not limited to, a civil action to enjoin any violation thereof or prohibiting a condition or use of property in violation of the standards. In addition, failure to comply with any of the requirements of these standards is punishable by a civil penalty of not less than $100 nor more than $2,500, and each day any such offense occurs shall be considered a separate offense.
