(A) The standards adopted by this subchapter shall be the minimum standards applicable to all plans and specifications for all public works projects and are incorporated in all bidding specifications and construction contracts for such public works projects to the extent not otherwise specifically provided to the contrary therein.
(B) The minimum standards are applicable to all private projects to the extent that said final construction will come under the operation and control of the city or any of its departments and said project may not be accepted by any employee or agent on behalf of the city until such project is in full compliance with the said terms, rules, regulations and standards.
