§ 52.03 TAMPERING OR DAMAGING WATER SYSTEM OR WATERWORKS PLANT.
   It shall be unlawful for any person not expressly authorized by the city to remove, tamper, alter, injure or damage any water meter or any covers on water meter setting lids, shutoff boxes, service boxes, or any other part of the city's water system or waterworks plant.
