(A) The Common Council shall be composed of five members, four of whom are elected from districts and one of whom is elected at large. The districts are as follows:
(1) Councilmanic District I. Councilmanic District I shall be composed of that portion of the city described as follows:
Beginning at the Southwest corner of Section 21, Township 27 North, Range 3 West in Union Township, White County, Indiana; thence following the Corporation Line of the City of Monticello North 200.0 feet; thence East 598.0 feet; thence North 1141.2 feet to the Fractional Section Line, said line also being the existing Corporation Line; thence East along said line to the centerline of Norway Rd.; thence North along said centerline and Corporation Line 500.0 feet; thence East along the Corporation Line to the centerline of the Tippecanoe River; thence South along the meanderings of the centerline of the Tippecanoe River, said line also being the Eastern Corporation line of the City of Monticello, to the centerline of Jefferson St. extended; thence West along the centerline of Jefferson St., to the centerline of Bluff St.; thence North along the centerline of Bluff St. to the centerline of Harrison St.; thence West along the centerline of Harrison St. to the centerline of Main St.; thence North along the centerline of Main St. to the centerline of Rickey Rd.; thence West along the centerline of Rickey Rd. to the point of beginning.
(2) Councilmanic District II. Councilmanic District II shall be composed of that portion of the city described as follows:
Beginning at the Southwest corner of Section 21, Township 27 North, Range 3 West in Union Township, White County, Indiana; thence East along the centerline of Rickey Road to the centerline of Main Street; thence South along the centerline of Main Street to the centerline of Washington Street; thence West along the centerline of Washington Street to the centerline of Sixth Street; thence North along the centerline of Sixth Street to the North right-of-way line of the C.S.X. Railroad; thence West along said line 843.76 feet to the Monticello Corporation Line; thence following said Corporation Line North 662.45 feet; thence East 250.00 feet; thence North 348.60 feet to the centerline of Hanawalt Road; thence West along said centerline 13.64 feet to the Western Corporation Line of the City of Monticello; thence North along said line 5338.75 feet to the centerline of Co. (3) Councilmanic District III. Councilmanic District III shall be composed of that portion of the city described as follows:

Beginning a point which is the intersection of Main St. and Harrison St.; thence East along the centerline of Harrison St. to the centerline of Bluff St.; thence South along the centerline of Bluff St. to the centerline of Jefferson St.; thence East along the centerline of Jefferson St. extended to the centerline of the Tippecanoe River; thence South along the meanderings of the centerline of the Tippecanoe River, said line also being the Eastern Corporation Line of the City of Monticello, to the South line of the Corporate Limits of said City; thence West along said Corporation Line to the centerline of Main St.; thence North along said centerline to the point of beginning.
(B) Redistricting of councilmanic districts shall be done in 1982 and, at least, every ten years thereafter in accordance with IC 36-4-6-4 and 36-4-6-5.
