Any building or structure nominated but not yet designated as a historic Landmark or as part of a Historic District shall be subject to all the protections provided by this subchapter from and after its nomination to the Historic Preservation Commission, and the owner(s) or occupant(s) thereof shall be subject to all the rights and obligations hereinabove and hereinafter specified for buildings or structures designated as historic Landmarks or within designated Historic Districts.
