§ 78.05 INSPECTION.
   Non-highway and low-speed vehicles that are registered, or to be registered, are subject to an annual inspection by the Chief of Police, or his or her designees, to determine that the vehicle meets, and continues to meet, the requirements of the Illinois Vehicle Code.
