The Superintendent of City Services, or his or her representative, shall serve a notice of violation upon any person responsible, in whole or in part, for the construction, alteration, repair, maintenance, or removal of drainage improvements in violation of engineering plans and specifications approved pursuant to this chapter, or in violation of any permit issued under the provisions of these regulations, or otherwise in violation of this chapter. Such notice shall direct the discontinuance of the illegal action or condition and the abatement of the violation.
