Neither the issuance of a permit under the provisions of these regulations, nor the compliance with the provisions hereof, or with any condition imposed by the Superintendent of City Services, or his or her representative, shall relieve any person from responsibility for damage to persons or property resulting from the activity of the permittee. Compliance with the conditions imposed by these regulations, or conditions imposed by the Superintendent of City Services, or his or her representative, shall not create any liability on the city resulting from such compliance.
