(A) Public improvements will not be accepted until all public right-of-way and drainage easements have permanent ground surface cover.
(B) A certificate of occupancy will not be granted until the permitted property has permanent ground cover or approved erosion and sediment control measures in place and functioning as designed.
(C) Exceptions to this requirement may be granted by the Superintendent of City Services in accordance with this chapter if ground and weather conditions are not suitable for the establishment of permanent ground cover.
