§ 32.40 ECONOMIC ADVISORY COMMITTEE.
   (A)   Mission/authority.
      (1)   There is hereby created an Economic Advisory Committee of the city, the mission and purpose of which shall be to serve as partners, working together to enhance the economic prosperity and quality of life in the community.
      (2)   The Committee shall be purely investigatory and advisory to the City Council. The Committee shall not have the authority to contract on behalf of or bind the city, or the City Council, or to create any liability on the part of the city.
   (B)   Appointment/composition.
      (1)   The Committee shall consist of 15 members, appointed by the Mayor of the city, with the advice and consent of the City Council, and shall be composed of at least 1 member, unless otherwise provided below, from each of the following interest groups or organizations, to wit:
         (a)   Monticello Community Unit School District No. 25;
         (b)   The John & Mary E. Kirby Hospital;
         (c)   Real estate brokers, agents or developers;
         (d)   The Monticello Chamber of Commerce;
         (e)   Monticello Main Street;
         (f)   Banks within the corporate limits of the city;
         (g)   Automotive dealerships;
         (h)   The industrial/commercial community;
         (i)   The farming community;
         (j)   Two residents at large; and
         (k)   A member of the City Council.
      (2)   Members of the Committee need not be residents of the city.
   (C)   Term. Members of the Economic Advisory Committee shall be appointed annually.
   (D)   Chairperson. The Committee shall select 1 of its own as Chairperson, who shall serve in that position for a period of 1 year, and may be reappointed to that position any number of times.
   (E)   Vacancies/resignation.
      (1)   Committee members may resign on notice to the Chairperson of the Committee. It shall not be necessary for the Committee to vote to accept a resignation in order for it to be effective.
      (2)   Committee members may be removed from the Committee by the Mayor of the city, without cause, with the advice and consent of the City Council.
      (3)   Vacancies on the Committee shall be filled by the Mayor of the city, with the advice and consent of the City Council, and shall be filled with a person from the same organization or interest group as the Committee member whose position is vacant.
   (F)   Procedure. The Committee may establish its own rules of conduct and procedure; provided, however, that meetings of the Committee shall be subject to and follow the provisions of the Illinois Open Meetings Act, ILCS Ch. 5, Act 120, §§ 1 et seq.
   (G)   Meetings.
      (1)    The Committee shall have regular meetings, at least once every 2 months, and shall establish and publish its regular meeting dates at its first meeting of each year. Special meetings may be called by the Chairperson, or any 4 Committee members on written notice to the Chairperson, which notice of special meeting shall state the date of the meeting and an agenda for the meeting, and shall be given to the Chairperson at least 3 days prior to the proposed meeting date. No meeting shall be conducted in the absence of a quorum.
      (2)   All regular meetings shall be at the City Council Chambers of the city.
