§ 31.19 CITY TREASURER.
   There is hereby created the Office of City Treasurer, who shall be appointed by the Mayor, subject to the advice and consent of the City Council. The City Treasurer need not be a resident of the city. The City Treasurer shall have the powers and duties as prescribed by law.
