Either prior to the approval of final subdivision plat or prior to its recording and within the time framework, if any, specified in the ordinance of approval, the owner and/or developer shall post, secure, and file with the City Clerk a final plat public improvement payment, performance and workmanship bond with appropriate evidence of security, and file and (if applicable) establish an adjacent substandard roadway improvement guarantee and security in the manner, amount, and form described respectively in § 152.065.
