(A) One- and 2-family dwellings. Chapters 1 through 24, inclusive, of the International Residential Code, 2003 edition, including Appendix Chapters A through H, inclusive, as published by International Code Council, Inc., copies of which are on file in the Municipal Building, 210 N. Hamilton, and which are hereby incorporated herein by reference, be and are hereby adopted as the Residential Code of the City of Monticello, Piatt County, Illinois, regulating and governing the construction, alteration, movement, enlargement, replacement, repair, equipment, location, removal and demolition of 1- and 2-family dwellings, and providing for the issuance of permits and collection of fees therefor, subject to the following modifications, to wit:
(1) In Section R101.1 of the Residential Code, and wherever else in that Code the “Name Of Jurisdiction” is to be inserted, “the City of Monticello, Piatt County, Illinois” shall be deemed inserted;
(2) Paragraphs 1 and 2 under the subheading of “Building” of Section R105.2 are hereby deleted;
(3) The number of days appearing in Section R105.5 is hereby changed from “180 days” to “90 days;”
(4) All references in Section R112 to the “Board of Appeals” shall be deemed to refer to the “Planning and Zoning Board;”
(5) The following specifications are inserted in Table 301.2(1):
(a) Ground snow load: 20 pounds per square foot;
(b) Wind speed (mph): 90;
(c) Seismic design category: B;
(d) Weathering: Severe;
(e) Frost line depth: 3 feet/36 inches;
(f) Termite: Moderate to heavy;
(g) Decay: Slight to moderate;
(h) Winter design temp: 2;
(i) Ice shield: Yes;
(j) Flood hazards:
1. May 15, 1991; and
2. Within the corporate limits: May 15, 1991; areas annexed since 1991: January 6, 1978.
(k) Air freezing index: 1,250 - 1,300; and
(l) Mean annual temp: 52.
(6) Wherever the number 10 appears in Section R303.4.1, it shall be changed to the number 12.
(7) Delete the language in Section R303.8 before the word “every” in the second line, and begin the section with the word “Every.”
(B) All buildings and structures other than 1- and 2-family dwellings. Chapters 1 through 26 and 30 through 35, inclusive, of the International Building Code, 2003 edition, as published by International Code Council, Inc., copies of which are on file in the City Office, and which are hereby incorporated herein by reference, be and are hereby adopted as the Building Code of the City of Monticello, Piatt County, Illinois, regulating and governing the conditions and maintenance of all property, buildings and structures, by providing standards for supplied utilities and facilities, and other physical things and conditions essential to ensure that structures are safe, sanitary, and fit for occupation and use, and the condemnation of buildings and structures unfit for human occupancy and use, and the demolition of such structures as herein provided; and providing for the issuance of permits and the collection of fees therefor, subject to the following modifications, to wit:
(1) In Section 101.1 of the Building Code, and wherever else in that Code the “Name Of Jurisdiction” is to be inserted, “the City of Monticello, Piatt County, Illinois” shall be deemed inserted;
(2) The reference in Section R101.4.4 to “the International Plumbing Code” is hereby stricken and a reference to the “Illinois State Plumbing Code” is hereby inserted in its place; and the reference in those sections to “the International Private Sewage Disposal Code” is hereby stricken and a reference to Chapter 52 of this municipal code is hereby inserted in its place;
(3) The reference to the “International Fire Code” in Section 101.4.6 is hereby deleted, and a reference to the “NFPA Life Safety Code 2003” is hereby inserted in its place;
(4) Paragraphs 1 and 2 under the subheading of “Building:” and paragraph 1 under the subheading of “Plumbing:” of Section 105.2 are hereby deleted;
(5) The number of days appearing in Section 105.5 is hereby changed from “180 days” to “90 days;”
(6) In Section 1612.3, insert “May 15, 1991” as the “Date of Issuance;” and
(7) In Section 3410.2, insert “February 28, 2005,” the effective date of this division (B), as the “Date To Be Inserted.”
