License fees shall be paid annually. After the issuance of a license, no license fee or part of the fee shall be refunded. No license shall be valid unless the annual fee is fully paid in advance. Licenses to sell alcoholic liquor shall expire on December 31 after the date of issuance. The annual fee for a license issued after December 31 of any year shall be prorated for the number of full months remaining in the term of the license.
