The Liquor Control Commissioner shall take custody of all license and permit fees, and in the event the license or permit is denied, the license or permit fee shall be returned to the applicant. Those fees as are retained by the city shall be forthwith turned over to the City Treasurer and deposited in the General Corporate Fund or in any other fund as the City Council may direct.
