§ 111.018 APPEAL.
   (A)   After receiving an order of suspension or revocation, a licensee shall have the privilege of appeal to the Illinois Liquor Control Commission, pursuant to the Liquor Control Act being ILCS Ch. 235, Act 5 and the Commission’s rules and regulations, for a decision, reversing or modifying the order of the Local Liquor Control Commissioner. All appeals to the Illinois Liquor Control Commission shall be on the record of proceedings before the Local Liquor License Commissioner.
   (B)   If the Illinois Liquor Control Commission affirms or modifies the Local Liquor Control Commission’s order to suspend or revoke the license or permit, the licensee shall cease to engage in business for which the license or permit was issued until the order of the Local Liquor Control Commissioner is terminated by its own provisions, or as modified by the State Commission, or reversed upon rehearing or by the courts.
