§ 30.11 MEMBERSHIP IN STANDING COMMITTEES.
   Each member of the City Council, including the Mayor, shall be a member of all standing committees of the Council, so that such committees shall exist as “committees of the whole.” The Mayor shall designate the Chairperson thereof. Each Alderman shall be a Chairperson or Co-Chairperson of at least 1 standing committee.
