(A) For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
(B) Any person who abandons a vehicle or any part thereof on any highway in the city shall be fined not less than $25 or more than $100 and shall be required to pay all towing and storage charges in the event the vehicle is towed.
