§ 70.31 STOP INTERSECTIONS.
   (A)   The City Council may, by ordinance, designate any intersection under its jurisdiction as a stop intersection and authorize the erection of stop signs at 1 or more entrances to the intersection.
   (B)   Except when directed to proceed by a police officer or traffic control signal, every driver of a vehicle approaching a stop intersection indicated by a stop sign shall stop at a clearly marked stop line but, if none, before entering the crosswalk on the near side of the intersection or, if none, then at the point nearest the intersecting roadway where the driver has a view of approaching traffic on the intersecting roadway before entering the intersection. After having stopped, the driver shall yield the right-of-way to any vehicle which has entered the intersection from another roadway or which is approaching so closely on the roadway as to constitute an immediate hazard during the time when the driver is moving across or within the intersection, but the driver having so yielded may proceed at such time as a safe interval occurs.
   (C)   Stop intersections are set forth in Chapter 76, Schedule I.
   (D)   Definitions.
      (1)   For the purpose of this section and Chapter 76, Schedule I , the following definitions shall apply unless the context clearly indicates or requires a different meaning.
         DRIVER. Every person who drives or is in actual physical control of a vehicle.
         INTERSECTION. The area embraced within the prolongation or connection of the lateral curb lines, or if none, then the lateral boundary lines of the roadways of two highways which join one another at, or approximately at, right angles or the area within which vehicles traveling upon different roadways joining at any other angle may come in conflict.
         STOP. The complete cessation from movement.
         VEHICLE. Every device in, upon or by which any person or property is or may be transported or drawn upon a highway.
      (2)   Any other term, word or phrase herein which is not defined herein and which may require a definition shall be defined as provided in ILCS Ch. 625, Act 5, §§ 1-101 et seq., if a definition is provided for therein, and if not, as provided in the Municipal Code of the City of Monticello.
   (E)   Any person found guilty of violating the provisions of this section or Chapter 76, Schedule I shall be punished as provided by the Illinois Vehicle Code, ILCS Ch. 625, Act 5, § 1-100, and/or the Code of Ordinances of the City of Monticello.
