§ 53.098 CALCULATION OF CHARGES
   Charges based on billable flow of users shall be determined by dividing annual costs by the annual billable flow of all wastewater users. Charges based on users shall be determined by dividing annual costs by the total number of users connected to the wastewater facilities of the city.
