The city shall establish rates for nonmetered users of the wastewater facilities of the city. All users not having a water meter for determining water consumption or other acceptable device for determining wastewater contributions shall be subject to an established, fixed quantity of billable flow representative of that user’s classification. The assigned billable flow of nonmetered users shall be reviewed annually by the city.
