Pursuant to the Federal Water Pollution Control Act, being 33 U.S.C. §§ 1251 et seq., as amended; federal rules, regulations, and guidelines promulgated pursuant to that; and pursuant to § 104b of the Illinois Environmental Protection Act, there is hereby imposed and levied upon all users of the city wastewater facilities such charges and fees as are hereinafter fixed by ordinance to be utilized by the city as hereinafter provided to pay for operation, maintenance, and replacement costs for the city wastewater facilities; as well as related and appropriate costs, including but not limited to financing costs, administrative costs, and capital improvement costs.
