An application for the construction of a stormwater detention facility shall be made on forms provided by the Superintendent of City Services, and submitted along with a detention plan at the same Time approval of a final plat of subdivision, conditional use permit, or building permit of any kind is requested, and be accompanied by an application fee in the amount of $500. No application shall be considered, or construction permit request approved, without prior payment of the application fee.
