(A) All residential waste collected by a licensed hauler from the licensee’s customers shall be the property of that licensed hauler. Until the time that the residential waste is collected, it shall remain the property of the customer, and the customer shall be responsible for any waste that escapes from or is left at the collection site, and shall reclaim and properly dispose of the same.
(B) It shall be unlawful for anyone other than the licensee or the licensee’s customer to remove any waste or recycling from containers located at or near the street curb.
