(A) The intent of these regulations is to provide a structure for the collection of residential waste that:
(1) Encourages the separation and recycling of waste which is recyclable, so as to relieve the burden of the storage of the waste on the environment.
(B) This chapter does not apply to the hauling of construction waste or landscape waste, or to waste generated by commercial establishments.
(C) This chapter contains the exclusive methods for the disposition of residential waste allowed in the city.
