§ 35.42 HIRING STANDARDS FOR PART-TIME OFFICERS.
   (A)   Employment. The City of Monticello may employ part-time police officers from time to time as it deems necessary.
   (B)   Duties. A part-time police officer shall have all the responsibilities of a full-time police officer and such specific duties as delineated in the General Orders of the Monticello Police Department, but the number of hours a part-time officer may work within a calendar year is restricted. Part-time police officers shall not be assigned to supervise of direct full-time police officers. Part-time police officers shall be trained in accordance with the Illinois Police Training Act (ILCS Ch. 50, Act 705, §§ 1 et seq.) and the rules and requirements of the Illinois Law Enforcement Training and Standards Board (ILETSB).
   (C)   Hiring standards. The following are hereby established as the hiring standards for part-time police officers employed by the city, to wit:
      (1)   Be of good moral character, of temperate habits, of sound health, and physically and mentally able to perform assigned duties;
      (2)   Be at least 24 years of age;
      (3)   Possess a high school diploma or GED certificate;
      (4)   Pass a medical examination;
      (5)   Must have at least 1 year of police work experience or currently employed in police work;
      (6)   Must be certified part-time or full-time police officer prior to being hired;
      (7)   Must pass a background check and have a current and valid Illinois driver’s license;
      (8)   Must not have been convicted of a felony offense, or other crime involving moral turpitude;
      (9)   Any individual who has served in the U.S. military must have been honorably discharged;
      (10)   Part-time officers must be trained in accordance to Illinois Law Enforcement Training and Standards Board (ILETSB) requirements; and
      (11)   Part-time officers are allowed to work a maximum of 1,560 hours per year or 160 hours every 28 days, unless exemption is provided by ILETSB.
   (D)   Discipline. Part-time officers shall be under the disciplinary jurisdiction of the Chief of Police. Part-time police officers serve at the discretion of the city authorities, shall not have any property rights in said employment, and may be removed by the city authorities at any time. Part-time police officers shall comply with all applicable rules and General Orders issued by the Police Department.
