§ 35.39 AUXILIARY POLICE.
   (A)   Appointment of auxiliary police officers. Pursuant to ILCS Ch. 65, Act 5, § 3.1-30-20, the Chief of Police may appoint, with the advice and consent of the City Council, such numbers of auxiliary police officers as may be necessary to carry out the duties set forth in this section.
   (B)   “Auxiliary police officer” defined. Auxiliary police officers shall not be members of the regular Police Department of the city established in § 35.03 of this chapter, and shall not supplement members of the regular Police Department, in the performance of their assigned and normal duties except as provided in division (C) of this section.
   (C)   Duties. Auxiliary police officers shall only be assigned to perform the following duties:
      (1)   To aid or direct traffic within the city;
      (2)   To aid in control of natural or manmade disasters; and
      (3)   To aid in case of civil disorder as directed by the Chief of Police.
   (D)   Direction and control. Auxiliary police officers shall at all times be subject to the direction and control of the Chief of Police and the existing rank structure of the City of Monticello Police Department.
   (E)   Eligibility. Prior to appointment as an auxiliary police officer, the person’s fingerprints shall be taken, and no person shall be appointed as an auxiliary police officer if that person has been convicted of a felony or other crime involving moral turpitude. A person must be a resident of the City of Monticello to be eligible for appointment.
   (F)   Training. All auxiliary police officers shall complete a training program directed or approved by the Chief of Police and in accordance with statutory and Illinois Law Enforcement Training and Standards Board requirements prior to appointment.
   (G)   Firearms. Auxiliary police officers shall not carry firearms, except with the permission of the Chief of Police, and while in uniform and in the performance of their duties. No auxiliary police officer may be granted permission, by the Chief of Police, to carry a firearm while in uniform and in the performance of their duties unless the officer has successfully completed the Mandatory Firearms Training Course for auxiliary officers without “conservator of the peace” powers as required by Illinois Law Enforcement Training and Standards Board policy.
   (H)   Identification. Identification symbols worn by auxiliary police officers shall be different and distinct from those used by members of the regular Police Department.
   (I)   Compensation. Auxiliary police officers shall be volunteers and shall not be entitled to compensation of any form.
   (J)   Termination. Auxiliary police officers may be terminated at any time, without cause or notice, by the Chief of Police.
