§ 35.38 POLICE AND PROCEDURES.
   The Chief of Police of the City of Monticello has the authority by virtue of his or her office and position to adopt any Police Department policies and procedures that he or she deems appropriate. The personnel policies and procedures adopted by the Chief of Police, including grievance procedures, shall only be affected by specific action taken by the Mayor and City Council of the city to either augment or contravene the policies and procedures.
