Sec. 59-H-9.4. Action by Council.
The District Council may amend the text of this Chapter in open session under the following procedures:
   (a)   A quorum of the Council is not required to conduct a hearing on a text amendment, but any Council member who was not present at the hearing must review the record of the public hearing and sign a statement that the member reviewed the record before voting on the amendment.
   (b)   The vote on final adoption of a text amendment must be a roll call vote.
   (c)   To be adopted, a text amendment must receive the affirmative vote of 5 Council members.
   (d)   (1)   The Council may reject a text amendment by the affirmative vote of 5 members.
      (2)   If a text amendment does not receive 5 affirmative votes for adoption, the amendment is rejected. A resolution to reject the amendment  is not required, but the Council minutes should reflect that the amendment was rejected for lack of the necessary affirmative votes.
