(a) Within 30 days after a text amendment is introduced, the Council must set a date and time for public hearing on it unless the Council extends the time for a hearing or votes to postpone the amendment indefinitely. The District Council or its designee must notify the County Executive of this hearing date within 5 days after the date is set. The Council or its designee must also give public notice by placing an advertisement in at least one newspaper of general circulation in the County at least 30 days but not more than 45 days before the hearing.
(b) Each advertisement must include:
(1) the date, time, and place of the hearing;
(2) a brief summary of the proposed amendment;
(3) a brief summary of any further amendment to the proposed amendment submitted by a Council member;
(4) where and how the complete text of the amendment may be obtained; and
(5) a telephone number or electronic mail address to request information or to register to speak at the hearing.
