A site plan for any development in the Rural Village Overlay Zone must be approved under Section 59-D-3, except that a site plan is not required for a property that is exempt from platting requirements under Section 50-9(j). Development as used in this paragraph includes:
(a) construction of a new building;
(b) an addition or other exterior improvement to an existing building that increases the amount of gross floor area on a site; and
(c) adding off-street parking spaces or revising a parking facility that would otherwise require the approval of a new parking facilities plan under Section 59-E-4.1.
