No licensed pinball machine shall be removed from one premise to another or from one room to another room on the same premises, unless the new location shall be approved by the administrative assistant and duly noted on the license stamp and on his records. Nothing herein, however, shall be understood to prevent the replacement of one machine by another and the transfer of the license to such substituted machine, if it complies with the requirements of this chapter.
