§ 94.11 PERMIT REQUIRED FOR CONSTRUCTION OF DRIVEWAYS; CONSTRUCTION STANDARDS; DRAINAGE METHOD TO BE APPROVED.
   (A)   No person shall construct or commence the construction of a driveway within the street right-of-way lines of any street in the municipality until a permit therefor has been obtained from the Director of Service.
   (B)   The Director of Service shall not issue a permit for the construction of a driveway within the confines of a street right-of-way until he has approved the method of disposing of surface drainage along the street right-of-way by means of an approved conduit, or other suitable means of drainage under the proposed driveway.
   (C)   The Director of Service shall not issue a permit for the construction of a driveway which intersects with a street right-of-way until the Director of Public Safety has approved of the location of the intersection. The Director shall consider the effect of the driveway location as the same affects the safety of motorists and pedestrians and shall withhold approval when he deems that an alternate intersection of the street and driveway would protect persons or property and that such alternate intersection is reasonably available to the applicant.
