(A) Council is authorized, whenever in its judgment it is necessary, to prohibit or restrict the parking of vehicles along a highway or part thereof constituting a part of the route of a parade or a procession, and to erect temporary traffic signs to that effect.
(B) No person shall park or leave unattended any vehicle in violation of such signs.
