§ 70.12 EXCAVATING, LEAVING MUD ON, OR BUILDING FENCE ON ROADWAY.
   (A)   No person shall dig up, remove, excavate, or place any earth or mud upon any portion of any public way, or build a fence upon the same without authority to do so. Each day that such person continues to dig up, remove, or excavate, or place any earth or mud upon any portion of the public way constitutes a separate offense.

   (B)   No person shall drop or deposit any mud, stones, gravel or similar material on any street, highway, public way or place.
   (C)   It shall be the duty of the person who unlawfully drops or deposits mud, stones, gravel or similar material or permits the load or any portion thereof to be dropped or deposited upon any street, highway, public way or place to immediately remove the same or cause it to be removed.
   (D)   As used in this section, the term PUBLIC WAY includes but is not limited to sidewalks.
