§ 30.04 EXPENSES ANALOGOUS TO FRINGE BENEFITS; EXPENSE ACCOUNTS.
   (A)   The city may provide refreshments, including beverages and meals, provisions for parties, awards in recognition of service to the municipality, trophies and other types of non-salaried remuneration that inure to the benefit of officers or employees of the municipality or to others, when the City Manager determines that such expenditures promote morale in the municipal service or the civic interest of citizens or others whose civic participation inures directly or indirectly to the benefit of the city.
   (B)   The city may reimburse the Mayor, the City Manager, the Administrative Directors, and their subordinates for such expenses as they may reasonably incur for meals purchased for themselves and others when the City Manager determines that the expenditures directly or indirectly promote the public interest or municipal objectives. The City Manager shall establish rules governing the submission of expenses and the reimbursement therefor.
