Checks representing withdrawals and payments from the active and inactive deposits of the municipality shall be signed by the Director of Finance and the City Manager. In the absence of the Director of Finance, such checks may be signed on behalf of the Director of Finance by the designated Acting Director of Finance, which designation shall be made by the Director of Finance in writing, the assistant Director of Finance, or the Tax Commissioner. In the absence of the City Manager, such checks may be signed on behalf of the City Manager by the designated Acting City Manager, which designation shall be made by the City Manager in writing, or the assistant City Manager.
