Any such conflict of any provision of this code shall render only the conflicting provision hereof invalid, and all other provision of this code not in conflict with the Charter shall remain in force and effect. Should any provision of this code be susceptible to two interpretations, one of which is in conflict with the Charter and the other of which is in conformity with the Charter, such provision shall be given that interpretation conforming to the Charter.
