Sec. 4.01 QUALIFICATIONS.
   The City Manager shall be appointed and removed by a vote of five (5) members of Council. The Manager shall be chosen on the basis of his executive and administrative qualifications and such other qualities as the Council deems relevant to public service. At the time of appointment the Manager need not be a resident of the City, but shall become a resident of the City within twelve (12) months after his appointment unless this requirement is waived or modified by a vote of four (4) members of Council.
