If the application for a license is approved by the City Clerk and a surety bond in the sum of one thousand dollars ($1,000.00) conditioned that the licensee shall abide by all rules and regulations of the City pertaining to all work to be done under the license and that the licensee will comply strictly with all conditions of the license together with proof of public liability insurance for the sum of not less than three hundred thousand dollars ($300,000.00) for injury to one person and not less than fifty thousand dollars ($50,000.00) for injury to property are filed with the City, the City Clerk shall issue the license for one year.
