Licenses shall be granted by the City Clerk. Application for a license shall be made upon forms provided by the City and filed with the City Clerk. Based upon the information contained in the application and upon such investigations as the Clerk or City Manager may deem appropriate, the City Clerk shall grant or deny the license.
