The following land uses are exempt from storm water drainage fees:
A. Public rights-of-way;
B. Vacant and unimproved land with ground cover, such as agricultural and conservation zoned land that does not have a residential or commercial building on the parcel. Platted and subdivided land is not included as exempt;
C. Lakes;
D. Wetlands recognized by local authorities;
E. City owned property (except hospital), city parks, and city libraries;
