Except as in this charter otherwise provided, all legislation shall be by ordinance, and except as otherwise required in this charter or by ordinance of the City of Montevideo, or by the laws of the State of Minnesota, all other actions of the council may be by motion. The aye and no vote on ordinances, resolutions and motions shall be recorded unless the vote is unanimous. Except as otherwise provided in this charter, an affirmative vote of the members of the council present shall be required for the passage of all motions, and four votes shall be required for the passage of all ordinances and resolutions.
