The city clerk, or other city official selected by the council, shall be the secretary of the council and serve as such at its meetings, and shall keep such records and perform such other duties as may be required by this charter or by vote of the council. The president of the council shall be elected by the council from its members at the first regular meeting of the council in January following each city election.
