The language set forth in the text of this Title shall be interpreted in accordance with the following rules of construction:
A. The singular number includes the plural and the plural the singular.
B. The present tense includes the past and future tenses, and the future the present.
C. The word "shall" is mandatory, and the word "may" is permissive.
D. Whenever a word or term defined hereinafter appears in the text of this Title, its meaning shall be construed as set forth in such definition.
E. All measured distances expressed in feet shall be to the nearest one-tenth of a foot (0.1').
F. Where the conditions imposed by any provision of this Title are either more restrictive or less restrictive than comparable conditions imposed by any other law, ordinance, statute, resolution, or regulation of any kind, the regulations which are more restrictive or which impose higher standards or requirements shall prevail.
