This franchise is granted for the corporate boundaries of city, as they exist from time to time. In the event of annexation by city, or as development occurs, any new territory shall become part of the territory for which this franchise is granted; provided, however, that grantee shall only be required to extend cable service beyond its present cable system boundaries pursuant to section 9-1-6-9 of this chapter. Access to cable service shall not be denied to any group of potential residential cable subscribers because of the income of the residents of the area in which such group resides. Grantee shall be given a reasonable period of time to construct and activate cable plant to cable service annexed or newly developed areas but in no event to exceed nine (9) months from notice thereof by city to grantee.
