The city may recover the costs of abatement of the violation, including administrative costs, either by civil action against the person served the notice of violation or, if service has been had upon the owner of the property on which the violation occurred, by ordering the city clerk to extend such sum plus twenty five percent (25%) thereof as a special assessment against the property on which the violation existed and to certify the same to the county auditor for collection in the same manner as taxes and special assessments are collected.
