The service of fountains out of doors must be provided with stopcocks under the exclusive control of the City. The right is reserved to suspend the use of fountains and hoses for sprinkling streets, yards, gardens or otherwise whenever, in the opinion of the Council, the public exigency may require. During a fire no water shall be drawn from the City waterworks through any yard fountain or hose for sprinkling purposes, except for the extinguishment of fires. (Ch. 79, 1-1-1922)
